Pactimo Ultra-Lite Cycling Jacket
The Pactimo Ultra-Lite Clear Rain Jacket is made from super light, stretchable and waterproof fabric (not plastic), with a fully vented design and strategically placed reflective detailing. Packs up small to fit in your jersey pocket or pannier when it stops raining. Ultra Lite is a unique woven elastic fabric. It is wind and water proof as well as breathable. This is a very well rated cycling rain jacket for less than $100.
Showers Pass Club Pro Cycling Jacket
Mrs. Average Joe Cyclist’s favorite cycling jacket, this jacket has lots of reflective trim, making it easy for other road users to see you signalling. Another great feature is front and rear pockets. The clincher for Maggie however is she says it’s the best women-specific fit jacket she has ever tried. Also, it is completely waterproof, with taped seams, yet it is still very light, made of two and a half layers of ARTEX shell fabric. Unfortunately, there is no hood. But the pricing on this particular jacket is very competitive. And you can buy a compatible Showers Pass rain hood separately. Note that there is also an excellent men’s version of this jacket.

Proviz Windproof Mens Cycling Jacket – under $40!
This highly visible and well rated windproof, water-resistant cycling jacket can be yours for only $41. This jacket is ultra lightweight and ideal for spring and summer. It can be packed down in to its own integrated pocket so you can stow it in your pannier and have it ready when you need it for a change in weather. These super low prices are obviously part of an end-of-season stock clear-out and will not last, so grab one if you can!
Proviz Nightrider Waterproof Cycling Jacket
This jacket is high quality and features extraordinary visibility. No one will fail to see you when you are wearing this high visibility jacket. It even has a removable hi-viz triangle on the back. You can replace the triangle with an even more high-viz triangle, their award-wining Proviz Triviz Red (Red Dot Design Award Winner 2013), which is basically a flashing triangular light for the back of your jacket (or your backpack). Comes in men’s and women’s fit, and in a lot of bright colors. Large pockets, and reflective piping, patches, zippers and lettering. Not suited for very hot weather. Fleecy collar makes it very welcome in cool weather. This jacket was ranked no. 1 high visibility jacket by Road.cc. It would also be ideal for nighttime walks, or simply crossing the road on a dark night. And it is really cheap!
Pearl Izumi Elite Escape Softshell Windproof Cycling Jacket – Women’s
This great windproof cycling jacket is the top of the line in Pearl Izumi’s spring and fall line. It is a 3-layered jacket made from Pearl Izumi’s ELITE softshell fabric, which is windproof, water resistant, and keeps you warm. It enables superior moisture transfer, while still keeping you warm. The high keeps you protected from the wind. The insulation is enhanced by thermal panels down the center of the back and on the sides. This keeps you warm and toasty, while still leaving ample fabric area where you can vent perspiration. Once you have warmed up, you have the option of venting more heat with a full length zipper and two well placed vents on each side of the front panel. A nice little detail is that the zip has a large handle, so it is easy to unzip while cycling – even if wearing spring-weight full-fingered gloves. The jacket has a nice soft stretchy feel to it, and has a form fit that looks very styling. Finally, it has some reflective elements.
It’s usually impossible to get a Pearl Izumi jacket under $100, but right now you can get this good looking and functional jacket for under $100.
ARSUXEO Winter Warm Up Thermal Softshell Cycling Jacket
This jacket is very cheap but gets very good reviews, and I have noticed that a lot of my readers buy it and don’t return it. In fact, it is ranked as the no. 1 best seller in men’s recreational jackets on Amazon, and I know that they take returns into account when they calculate those ratings. It does not offer any advanced technology, such as WINDSTOPPER. Not that I would expect that, at this price point. It comes in several different colors, and includes two zippered pockets. This jacket does a good job of keeping you warm while cycling in spring and fall weather. And when I tried it out in LIGHT rain, it kept me dry for almost an hour.
Baleaf Windproof Thermal Softshell Cycling Jacket
Another jacket that is very cheap and yet very highly rated. It has some nice features, including a high, double layer collar to help you keep warm. The Baleaf Softshell Jacket has 3 zippered pockets, one at the back and two on the sides. It has an elastic waistband and elastic cuffs to seal in warmth, and is made from a three-layer material. Another jacket that will keep you warm for spring and fall rides. It is not waterproof.
