I’m not sure what problems you had with your Gore Paclite, I have a Gore Path jacket and I found that it stood up against the worst rain that Vancouver was able to throw at it.

But what I really wanted to say is, get the shoe covers. I got a set from MEC and I have to say if you only had $30 to spend on bad weather gear, it should be those. My feet were always perfectly dry no matter what kind of rain I encountered and they also act as a good wind barrier for your feet on those extra cold days.
